The matchmaking system as we know it today came about in late , after the game came out of beta. It introduced the numerical matchmaking rank, with no upper ceiling but a floor of, of course, zero. Players needed at least games, a fair hours for most players, and a series of calibration matches needed to be played for placement.
I've been waiting 25 minutes in quene now and have not found a match. I tried exiting and searching for a new match but it gives me a penalty. Well i've been in queu for 10 minutes while im writing this. And the past 24 hours seems like it's been taking forever and a half to find a game.
The only major change since then is that the requirement to queue in ranked was changed to a level 13 profile with the summer Reborn update and the phone number, of course. It also means that players coming in after a long hiatus are essentially re-tested in order to prove their rank.
Games like LoL or Overwatch are more active in maintaining an up-to-date hierarchy of players. They also have a seasonal reset and give out vanity rewards for end-of-season success, including a custom real-life jacket for Challenger players in LoL.
Prime matchmaking is a step in that direction. I played today with a friend who played a couple years ago and returned for F2P. He has 8 games so far this season with total.
He fought against a Penny with this season and games total. I think he would have quit earlier, but I kept encouraging him to keep trying. He logged off in frustration after the match and said he's quitting again.

It just needs some tweaks. If the playerbase will grow that large one can selectively create games. It goes up when you win, and goes down when you lose. When looking for games to put you in, it will look for other players whose numbers are close to yours. You have a separate MMR in each queue, so you can climb in one queue without it affecting others. That situation is incredibly rare depending on who is queueing at the time, so sometimes teams can have very slight skill differences on average, no more than MMR.
You must select two preferred positions when entering a draft queue. Your Primary position will be prioritised, with your Secondary as backup.
Having fair matches is still a huge priority to ensure League is competitive, but long queue times can be frustrating. As mentioned, the ideal scenario is that ten individuals quickly play a perfectly-balanced match.
